Consultancy: Regional Monitoring, Evaluation, and Learning (MEL) and Community Expert
SUMMARY The Open Contracting Partnership is a silo-busting collaboration between governments, businesses, civil society and technologists, to open up government contracting and deal-making through disclosure, data and engagement so that the huge sums of money involved are spent, honestly, fairly and effectively. We work across sectors and along the whole process of government contracting to use the power of open data to save governments money and time, deliver better goods and services to citizens, prevent corruption and create a better business environment for all.
We are looking for a motivated, talented professional or organization to support us as a Regional Monitoring, Evaluation, and Learning (MEL) and Community Expert Consultant.
We are looking for a person or organization with a learning mindset and diverse set of skills and experiences. You or your organization will have a deep understanding of adaptive learning and experience co-creating systems and practices with others. You should also have strong monitoring & evaluation skills and can work as a critical thinking partner to integrate our MEL work into our core programs, advocacy and partnerships efforts. You will also have experience in building up diverse, multisectoral networks (communities) around issues of open contracting, open government, and open data.
Background We will be supporting three Latin American open contracting champions, Colombia, Chile, and Mexico, to articulate their use cases (better explore why they want to implement open contracting), publish more and better open contracting information data (improve how open contracting is done), and measure the results of open contracting efforts (demonstrate what changed, for whom, and to what degree).
Our Approach to Learning, Monitoring, Evaluation and Research The OCP is driven by two goals, as articulated in our 2015-2018 strategy. We work to:
i) build global norms and demand for open contracting (which should help shift the global norm in public contracting from closed to open); and
ii) support excellent implementation of open contracting on the ground. The pursuit of both goals hinges on learning, monitoring and evaluation.
While the strategy describes these objectives in broad terms, our Learning, Monitoring and Evaluation (MEL) framework supplements and expands on the strategy, providing a more detailed framework for what it means to be an organization that learns and that also uses learning as a key modality in its work. We emphasize learning as the overarching framework in which rigorous monitoring and thoughtful evaluation are undertaken; the lessons and resulting adaptations are more critical than the measurement. Our MEL framework aims to facilitate our thinking and guide us toward gaps in our learning systems.
YOUR ROLE This role reports to the Senior Program Manager for Latin America, and works closely with the Senior Learning Manager and Data Scientist. Primary responsibilities include:
MEL framework creation and execution: Advice and support the OCP team and local partners in one or all three countries in implementing and adapting personalized MEL frameworks and plans. These frameworks should be crafted so as to support cross-analysis across contexts and should be light but effective. You will drive the implementation of these MEL plans for the baseline, midline, and endline reporting against the framework.
Impact piloting: Advise on the design and implementation of OCP’s impact pilot projects to ensure that they produce meaningful results that can inform our advocacy and country work and that results from the research are co-owned by the team and key stakeholders.
MEL reporting: Analyze the data and write an MEL report of the results of the 2018 impact pilots. The end output for this consultancy is the development a comprehensive, mixed methods qualitative and quantitative MEL report that summarizes country-level results and extracts cross-country lessons about what worked, what didn’t, and concrete steps we can take to improve in future impact pilots. The consultant will have flexibility in formatting and designing the final product.
Knowledge management: Lead/contribute to the development and implementation of cross-regional knowledge management and feeding experiences back into the regional strategy for open contracting.
As a small team, we also expect everyone to support everyone else. As such, this role may involve:
Logistical support: Provide administrative and logistical support as directed. As a relatively small team, mundane tasks will sometimes fall to you including budget and expense reporting, coordinating travel for country partners, facilitating meetings, and documenting processes and progress.
Length of Consultancy and Budget The work is expected to be completed on a part-time basis through Dec 31st, 2018. The highest periods of work will be at the beginning of the contract during the writing of the MEL framework and taking of baselines, middle of contract with the collection of midlines, and end of the contract with the collection of end-lines and the writing of a final MEL report. We will prioritize proposals whose budget falls under $25,000.
There is a possibility to extend this contract for similar work planned for 2019.
Professional Qualifications The consultant will have extensive project or program management experience and be a smart, engaging and outgoing self-starter. You should be able to demonstrate:
Extensive demonstrated record of substantive experience in adaptive learning, monitoring and evaluation.
A proven record of success in supporting a culture of learning, monitoring and evaluation in an organization that is deeply integrated into its everyday work.
Knowledge of relevant governance issues, such as transparency and accountability, and/or contracting within the nonprofit, private or public sector.
Sound analytical and technical MEL skills, basic understanding of data and statistics, quantitative and qualitative methods, basis of claim-making.
Experience in working with at least 2 of the following 3: government agencies at all levels, the private sector, and civil society in developing and developed countries.
Experience in building nontraditional partnerships across diverse stakeholders to co-create strategies, approaches and tools that produce lasting and meaningful results.
Experience in working in a range of diverse countries is a plus.
Experience in donor reporting and cultivating strategic relationships with funders is a plus.
Ability to generate and deliver clear and persuasive oral and written communications in English and Spanish, being technically sound without sounding technical.
Ability to inspire trust, to motivate team members and partners to work well together, to design and manage methodologies, events and projects in a collaborative manner.
Ability to occasionally travel internationally.
