Position Summary The Open Contracting Partnership is a silo-busting collaboration between government, business, civil society and technologists to open up the documents and data behind government contracting and deal-making. We are looking for a motivated, talented professional to join us as our Country Program Manager. You will join a savvy, hard-working global team fostering innovation on, and implementation of, open contracting around the world. You will support our country program portfolio across the globe, working with our Head of Country Programs and Program Managers to provide in-country partners with implementation, advocacy and learning support. You will also help with budgeting, logistics, and reporting.
We are looking for a self starter with superb project management and network building skills. You will be someone who relishes supporting in-country partners across countries in their work to improve the effectiveness, transparency and accountability of public contracting. You will have experience working with government, civil society or companies. You should have experience with project management, including familiarity with budgets and donor reporting across multiple countries. Ideally you will have experience working on governance
The position will ideally be based in Washington DC but we are also open to other strategic locations (you need to have a valid work permit for the country where you will be based.) We currently have team members in our small headquarters office in Washington DC, as well as in Canada, Colombia, Lithuania, Mexico, and the UK. In addition, we support country partners in over 35 cities and countries across the world.

Implementation: You will support open contracting projects in countries where we seek to demonstrate and assess the impact of open contracting in meeting specific user needs on the ground. This currently includes over 35 countries in regions spanning the globe. We expect this list to grow over the coming years, and we also work at the sub-national and city levels. With the support of the Head of Country Programs, you will provide implementation assistance to program managers and open contracting champions from governments, civil society and private sector on (i) building sustainable multi-stakeholder reform coalitions for reforms, (ii) implementation of the Open Contracting Data Standard, (iii) data analysis and use, and (iv) measuring impact therefrom. This may include organizing meetings and workshops with stakeholders, research and support on advice and advocacy with partners and policy experts, support to technical assessments and assistance, coalition building, etc.
Project Management: You will support the management of two large multi-year programs funded by the BHP Billiton Foundation and DFID. You will be responsible for supporting our Head of Country Programs in tracking the achievement of program targets across the team, managing implementation budgets, and reporting to donors on progress and financials.
Field-building & learning: You will help convene and foster a strong community of open contracting champions, supporting them to connect with and learn from each other. You will support community outreach events and calls. You will also support tracking, documenting, and sharing about open contracting innovations led by partners as part of our efforts to build a global field of policy and practice on open contracting. You will draft blogs, and support research and guidance development on key issues.
Event organization and logistical support: One of your key roles will be to support the Head of Country Programs with the organization of learning events. This will include providing administrative and logistical support, coordinating travel for country partners, facilitating group meetings etc.
We want to be surprised, intrigued and excited by applicants. We expect that the Country Program Manager will have 3 to 5 years on expertise in complex, multi-national program management, including:
Experience working on relevant governance issues, such as transparency,accountability, governance of extractive industries or public contracting within the nonprofit, private or public sector.
Some understanding of open data issues and experience in working with partners on implementing data projects that are centered around user needs and the use of data. Knowledge of the Open Contracting Data Standard is a big plus.
Exposure to working with diverse stakeholders, such as government agencies the private sector or civil society in both developing and developed countries.
Experience supporting management of donor-funded projects, project management and donor reporting.
Ability to generate and deliver clear and persuasive oral and written communications in English, being technically sound without sounding technical. Another language is a big plus.
Ability to inspire trust, motivate partners to work well together, and design and manage projects in a collaborative manner.
Ability to manage budgets and stay on top of administrative and logistical tasks.
Ability to frequently travel regionally and internationally. We expect that up to 50% of the time will be spent travelling.
