The Open Contracting Partnership (OCP) is a silo-busting collaboration between government, business, civil society and technologists to open up the documents and data behind government contracting and deal-making. We work across sectors and along the whole process of government contracting to use the power of open data and improved oversight to save governments money and time, deliver better goods and services to citizens, and create a better business environment for all.
We are looking for a motivated, talented professional to join us as our Manager and Coach for our new, flagship program to drive hard results from open contracting reforms. The program will empower teams of reformers over two years with intense support to implement open contracting initiatives that improve the quality of public goods, works, or services.
We are looking for a self starter with superb capacity development and project management skills. You will be someone who relishes supporting teams of reformers to improve the quality, transparency, and accountability of public systems. You should have experience working with government and ideally civil society, and have a good understanding of challenges and opportunities that they face. You must have experience with leading capacity building programs and strong project management skills. You have a passion for helping innovative reformers build their confidence to create exponential impact for the public good. This position is funded for two years, with a likely possibility of extension if the program continues.
The Open Contracting Impact Program (working title)
The program aims to help governments and civil society to create measurable change in the quality of public goods, works, or services through open contracting. Built on what we’ve learned from OCP’s first five years, we are excited about the potential this program has to guide OCP’s next five years of work, and demonstrate the value of open contracting globally.
Over 2 years, the program will provide intensive technical support to contracting reformers to help them overcome challenges in establishing mandates for reform, improving data systems, and building results-based contracting processes. Beyond the progress achieved by those participating, the program will also scale its support by creating new guidance and tools for the global open contracting field and informing the continued improvement of OCP’s services.
The Manager and Coach will ideally be based in Washington DC, but we are also open to other strategic locations (you need to have a valid work permit for the country where you will be based). We currently have teams members in Washington DC, Canada, Colombia, Ghana, Lithuania, Mexico and the UK. In addition, we support country partners in over 35 cities and countries across the world.

Your responsibilities will include:
Program Management (65%): You will serve as the central manager for participants, program activities, and the delivery team, maintaining a complete picture of how the program is going and what needs to happen next. You will be supported by Reboot and OCP team members in a program management team.
Coordinate execution of all program activities. Help develop and organize all program workshops, meetings, and calls
Manage all participant communication, coordination, and logistics. Regularly collect and report on participant feedback to the program management team, surfacing urgent needs or issues as they arise
Manage the program’s application and selection process (including application screening, interviews, and exercises). Lead communications with judges and applicants. Conduct informational webinars with potential applicants, and help them find the answers they need to apply
Monitor progress of all participants and help strategically adjust program offering based on their progress and needs
Support other initiative coaches and technical experts in delivering assistance to initiatives
Collaborate regularly with the Reboot team, technical experts, and other OCP team members to ensure their timely and complete contributions to the program
Coordinate the recruitment and onboarding of technical experts
Initiative Coaching (20%): You will serve as the coach to 1-2 participating initiatives, helping them problem solve, maintain progress, and ensure that program support meets their needs. Coaching responsibilities for each initiative include:
Support initiatives in developing a strategic plan for their reforms and addressing implementation challenges as they arise
Build relationships and co-work with initiatives at in-person bootcamp and workshops
Conduct regular, remote check-ins with initiatives (c. every 2 weeks)
Observe and document initiative progress
Coordinate support from technical advisors
Develop and track the initiative’s individual support plans
Documentation, Learning, & Community-Building (15%): You will support the program’s efforts to document new guidance, evaluate program effectiveness and initiatives’ impact, and facilitate learning between participants.
Facilitate communication, learning, and collaboration amongst participating initiatives and with the broader open contracting community through meetings, online channels, and events
Support monitoring and evaluation for initiatives and the overall program through progress tracking, reporting, evaluation, and adaptive management
Contribute to the development of progress and learning stories and new guidance and tools for field. This will include writing case stories, guides, and blogs
Professional Qualifications We want to be surprised, intrigued, and excited by applicants. We expect that the Manager and Coach will have at least 5 years of experience and the following qualifications:
Track record of being a strong project manager who can effectively coordinate multiple partners and complex projects, ideally in a fast-paced and highly collaborative environment.
Experience building the capacity of governments and ideally civil society. Have a track record of designing and facilitating peer-learning, coaching, and other capacity building interventions. Ideally including experience in running competitive incubation programs, accelerators or innovation challenges.
Strong monitoring, evaluation, and learning skills and the ability to support implementers in measuring and tracking progress.
Experience working on relevant governance issues, such as transparency, accountability, or public contracting.
Some understanding of open data issues and experience in working with partners on implementing data projects that are centered around user needs and the use of data. Knowledge of the Open Contracting Data Standard is a big plus.
Experience working internationally and in diverse contexts.
Ability to generate and deliver clear and persuasive oral and written communications in English being technically sound without sounding technical. Working knowledge of Spanish is preferred.
Ability to frequently travel internationally. We expect that up to 30% of the time will be spent travelling.
