The Open Contracting Partnership is a silo-busting collaboration between government, business, civil society and technologists to transform government contracting and deal-making and drive systemic change using open data and radical transparency. We work across sectors and along the whole process of government contracting to use open data and improved oversight to save governments money and time, deliver better goods and services to citizens, deter corruption and create a better business environment for all.
We are seeking a motivated, talented professional to help us scale our work across the whole of Europe, the Western Balkans, Caucuses and Commonwealth of Independent States. You must have a passion and grit for driving long term strategic change in the region, supporting constituencies and building pressure for change. You will have strong experience in assisting government, business and civil society implementing reform programs. You must have a strong understanding of procurement, open contracting and the open contracting data standard. You will be able to travel frequently and must speak Russian. OCP’s Europe & Central Asia Program Emerging Europe is a hotbed of activity in open contracting. We are inspired by innovations in countries like Ukraine and engagement with international partners like the European Bank of Reconstruction and Development, the UN Development Program, the European Commission and the World Trade Organisation.
We have a long history of successful collaboration with partners in countries like Ukraine and emerging collaborations in Albania, Bosnia, Georgia, Kosovo, Moldova, Serbia and potential collaborations in countries like Armenia, Belarus, and the Kyrgyz Republic. The right candidate can seize on these to deepen and scale open contracting across the region and set some shining examples of global best practice in place. We want to help our existing and new partners to advance the two twin pillars of open contracting - publishing and using open contracting data for specific goals and collaborating across government, business and civil society to collaboratively identify and fix problems.
One of our most powerful tools is the Open Contracting Data Standard (OCDS). Its goals are to support disclosure requirements in policy and law, to link all stages of a contracting process, and to promote the effective use of contracting data by improving its interoperability and comparability and enabling the reuse of tools.
At the heart of OCDS is the idea that it should be possible to follow a contracting process from planning and tender, through to award and implementation. The data made available at each stage should be usable by, and useful to, key stakeholders, including businesses, citizens and government itself. This job will play a critical role in ensuring that in the region.
About the Role The Senior Manager will have to be based in the region of Europe and Central Asia (ECA) (you need to have a valid work permit for the country where you will be based). This is a full-time position, working with our small but superb team around the world. We need someone with fluent Russian to engage across the breadth of countries in the region and you should have an excellent knowledge of public procurement and a demonstrable track record engaging across different stakeholders and leading projects driving national change. This role will work closely with our Senior Manager for Europe and the European Commission and will report to OCP’s Executive Director.

Your responsibilities will include:
Lead OCP’s strategy and advocacy in the region. This will include designing an engagement strategy and portfolio of projects. You will represent OCP at relevant high-level regional events and be an ambassador and advocate for our work and mission.
Lead OCP’s projects and interventions in the region. This will involve working with actors from all sectors on legal reforms, data publication and use, capacity building, sector-specific approaches, and on monitoring, evaluation and learning. You will design and implement projects or targeted interventions, such as advocacy campaigns to secure robust reform mandates, trainings to build capacities of government, business and civil society, advise on OCDS publication and analysis and assistance on MEL. As part of this work you will manage local consultants and help coordinate the delivery of technical assistance on OCDS through our helpdesk.
Lead on documenting lessons, approaches and tools from the region and turning them into user-friendly guidance for both in-country practitioners and staff of international organizations.
Lead on fundraising for further work in the region and working with the OCP team to report back to donors on impacts and lessons learnt.
Professional qualifications & abilities Essential:
Detailed knowledge of and experience of leading public procurement and public procurement reforms that promote openness and citizen engagement.
A sound working knowledge of tools like the Open Contracting Data Standard.
Demonstrable experience in working collaboratively with government, business and civil society on capacity building and advocacy
Demonstrable high-level advocacy experience
Ability to travel overseas regularly (for up to two weeks every month)
Ability to write engaging content on complex subjects for different audiences
Excellent written and spoken English and Russian
Experience designing mentorship, innovation challenges, and train-the-trainer programs
Experience in fundraising and hustling to mobilize resources for partners
