Call for Researchers: Disclosure of Covid-19 Procurement & Beneficial Ownership Information

As part of its Rapid Credit Facility and Rapid Financing instrument to provide governments around the world with essential money to respond to the Covid-19 pandemic, the International Monetary Fund (IMF) has collected commitments to improve the transparency of public procurement and the disclosure of the beneficial owners of entities that receive the public funds.

The Open Contracting Partnership and OpenOwnership are seeking a research partner to evaluate the progress made on the implementation of these commitments by:

  • Afghanistan
  • Bangladesh
  • Bolivia
  • Ecuador
  • Guatemala
  • Kyrgz Republic
  • Malawi
  • Moldova
  • Mongolia
  • Nepal
  • Nigeria
  • Uganda

These countries have been chosen because they have been working on relevant reforms for several years and they are countries where Open Contracting Partnership and Open Ownership have ongoing engagements.

We expect the research partner to:
  • review the commitments of these countries documented in the policy tracker;
  • categorize their level of ambition and explain why;
  • Identify any legal or other blockers might be to achieving the ambition set out in the commitment;
  • assess the extent to which they have been implemented,
  • document findings related to the timeliness, accuracy, quality, and completeness of the published information;
  • document accountability mechanisms in the case of false or inaccurate information being supplied;
  • surface examples of how stakeholders are using published information to improve oversight and effectiveness of spending, including any investigations or enforcement actions;
  • Reflect on lessons learned to formulate recommendations for priority reforms to improve the publication and use of procurement and beneficial ownership information, especially for national authorities and IMF staff; and
  • highlight key further areas of research or questions that have emerged from this study that demand further attention

The expected deliverables of these research projects include:
  • Research methodology & workplan
  • Relevant data collected
  • Summary of research findings and actionable recommendation

Timeline
  • Preliminary results by mid-March
  • Final report & recommendations by end of April

Organizations or individuals from any country are eligible to apply.

Budget

We will prioritize proposals under 20,000 USD

Application
Please submit a short document (5 pages max) outlining:

- the methodology you want to pursue,
- how you will approach data collection, and
- how you intend to make your findings actionable
- your skills and capacity to undertake the research and advocacy. Please summarize a similar research that resulted in actionable policy recommendations (and subsequent resulting reforms if achieved). If your team does not have advocacy experience, please indicate whether you would be working with an advocacy partner.

Please also upload CV(s) and an example of past research.
